Sovereign AI
Sovereign AI refers to a national or regional strategy of autonomously owning and controlling the data, compute infrastructure, and model development capabilities required for frontier AI. The concept gained traction as the U.S., EU, and China emerged as dominant AI poles, prompting countries such as Japan, Canada, and India to invest in domestic AI ecosystems that reduce external dependency while remaining compatible with international governance frameworks.
The G7 Hiroshima AI Process and OECD AI Principles seek to define a “cooperative sovereign AI” model — one where nations build AI Governance capacity independently without fragmenting global interoperability standards.
